State of the City Report Incorporating the Annual Monitoring Report
As part of the Local Development Framework (LDF) system all local planning authorities are required to produce an Annual Monitoring Report (AMR). The AMR monitors progress in preparing the LDF against the timetable and targets set out in the Local Development Scheme (the project plan for the preparation of the LDF).
Secondly, the AMR monitors the implementation and delivery of local planning policies, including the remaining policies in the Local Plan (called "saved policies") and new policies in LDFs. In monitoring LDF preparation, the AMR is required to address any problems that have been identified. Additionally, monitoring may indicate the need to address other aspects beyond reviewing the policies set out in the LDF.
Local authorities are also required to produce a Sustainable Community Strategy. This is a joint statement containing a vision for the area and key objectives for improving its social, economic and environment status. It provides a framework for partner agencies to identify actions to tackle priorities and improve quality of life and public services.
The State of the City Report combines monitoring of Lincoln's Sustainable Community Strategy and the LDF into one document. Each year a State of the City Report is compiled which covers the previous financial year, providing information on the current "State of Lincoln"; by drawing on the latest social, economic and environmental data sources to paint a picture of Lincoln and how the City is changing.
