Strategic Housing Land Availability Assessment
Introduction
Planning Policy Statement 3: Housing (PPS3) requires all Local Planning Authorities to prepare a Strategic Housing Land Availability Assessment (SHLAA). In March 2010 the Central Lincolnshire Joint Strategic Planning Committee (CL-JSPC) approved the Central Lincolnshire Strategic Housing Land Availability Assessment (SHLAA) which updated and replaced previous SHLAAs produced by the Central Lincolnshire authorities. This assessment was completed by the Central Lincolnshire authorities in partnership with a Central Lincolnshire Housing Market Partnership (HMP) who approved the detailed methodology and endorsed the final report. Following the formal set up of the Central Lincolnshire Joint Planning Unit (CL-JPU), comprising officers from City of Lincoln, North Kesteven District Council and West Lindsey District Council, the SHLAA will now be updated at least annually by the CL-JPU.
An update report has now been completed (subject to approval at the Joint Strategic Planning Committee). This, and future updates, does not repeat components of the original report such as the methodology. This update must therefore be read in conjunction with that report and is available to download below.
The SHLAA forms part of the LDF evidence base, along with a range of other technical studies, and has been produced with the best available information at the time. It does not in any way prejudice decisions to be taken by the planning authorities in relation to preferred directions of growth, site identification in Development Plan Documents or the determination of planning applications.
Methodology
The SHLAA was prepared in accordance with PPS3 and the Government’s good practice guidance on undertaking SHLAAs and was produced with the input of a Housing Market Partnership (HMP) which included developers, planning consultants and registered social landlords. Monitoring and Review
The SHLAA (March 2010) identified a number of issues that require consideration in future reviews. An update on the progress made in addressing these issues will be provided in each SHLAA update.
Site Submission
The SHLAA is a continuous assessment. Sites can still be submitted and these will be considered in the next annual review. Sites already submitted will be automatically reassessed through the review.
