Strategic Housing Land Availability Assessment
Introduction
Planning Policy Statement 3: Housing (PPS3) requires all Local Planning Authorities to prepare a Strategic Housing Land Availability Assessment (SHLAA). In March 2009 North Kesteven and the City of Lincoln published a Joint SHLAA covering their respective District boundaries, with West Lindsey having published their SHLAA a year earlier in March 2008. Given that a new Joint Planning Unit is to be established shortly for Central Lincolnshire (covering the City of Lincoln, North Kesteven and West Lindsey) all three authorities have been working together to revise and align certain elements of their evidence base including the SHLAA.
This SHLAA review has now been completed and replaces the previous SHLAAs. It provides a means of identifying potential land for housing development within a local authority area. It establishes the likely deliverability and developability of land (i.e. how, if and when it may come forward for development) and will be used to inform assessments about the supply of housing land over five, ten and fifteen-year periods in both districts.
The SHLAA forms part of the LDF evidence base, along with a range of other technical studies, and has been produced with the best available information at the time. It does not in any way prejudice decisions to be taken by the planning authorities in relation to preferred directions of growth, site identification in Development Plan Documents or the determination of planning applications.

Methodology
The SHLAA was prepared in accordance with PPS3 and the Government’s good practice guidance on undertaking SHLAAs and was produced with the input of a Housing Market Partnership (HMP) which included developers, planning consultants and registered social landlords. All sites from the previous SHLAAs have been included in the 2010 SHLAA review; however, if you believe this not to be the case then please contact us.
Final Report
The draft final SHLAA report was presented to the Joint Planning Committee for Central Lincolnshire on 8 March 2010. The Committee resolved to approve the draft SHLAA report subject to amendment incorporating the responses to consultation with the HMP and final data verification. Monitoring and Review
A number of issues have been identified in this SHLAA that require consideration for future reviews including the need to align the policy direction of the three authorities and their monitoring systems. This will be enabled through the creation of the Joint Planning Unit. The approach taken in the study to date is identified in section 7 of the report along with the proposed way forward.
Site Submission
The date for sites to be submitted as part of this review has now expired. Sites can still be submitted and these will be considered in the next annual review. It has come to our attention that some sites were accidentally omitted from the SHLAA review even though they had been received prior to the site submission deadline. In order to rectify this error some minor amendments have been made to the SHLAA and these are incorporated in the document on our website.
